Rwanda's Minister of State in the Ministry of Health, Dr. Yvan Butera, has joined African health ministers and other senior officials at a special African Union (AU) health summit held in Ghana on 21st July 2026, focused on health-related issues and strengthening healthcare systems across the continent.
During discussions bringing together health ministers and other African leaders, Dr. Butera highlighted Rwanda's experience in investing in healthcare services and improving access to quality medical care for its population.
He particularly emphasized the role of Rwanda's Community-Based Health Insurance scheme, commonly known as Mutuelle de Santé, in helping citizens access healthcare services more equitably.
According to Dr. Butera, the health insurance programme has played an important role in expanding access to healthcare by helping reduce financial barriers that could prevent people from seeking medical services when they need them.
He also highlighted ongoing reforms in Rwanda's health sector aimed at expanding access to quality healthcare services and ensuring that all citizens can receive the care they need without discrimination.
The discussions also focused on the need for African countries to strengthen their capacity to produce essential health commodities locally, including medicines, vaccines, and medical equipment.
Dr. Butera emphasized the importance of increasing investment in pharmaceutical and medical manufacturing across Africa to reduce the continent's dependence on imports and strengthen its ability to respond to health emergencies.
He also called for greater harmonization of regulations governing the quality and safety of medical products across African countries. According to him, stronger regulatory cooperation can help ensure that medicines, vaccines, and medical equipment circulating on the continent meet required quality standards.
The minister further highlighted the importance of improving supply chains to ensure reliable access to essential medicines, vaccines, and diagnostic equipment.
He said that strengthening local production and improving supply systems would not only contribute to better healthcare outcomes but also help African countries become more resilient in the face of future health emergencies.
Dr. Butera stressed that investment in health should be viewed as more than a public health priority. He argued that it also presents an opportunity to drive economic development, create jobs, strengthen local industries, and build Africa's capacity for greater self-reliance.
The discussions at the AU summit come as African countries continue to seek sustainable solutions to healthcare challenges, including limited access to essential medicines and medical technologies, dependence on imports, and inequalities in access to quality healthcare.
Rwanda's participation in the meeting provided an opportunity to share its experiences while also contributing to continental discussions on how African countries can work together to build stronger, more accessible, and more resilient health systems.
The summit highlighted the importance of collective action and regional cooperation in strengthening Africa's health sector and ensuring that investments in healthcare contribute to improved wellbeing and broader socio-economic development across the continent.
