FERWAFA boss’ appeal delayed as defence, prosecution negotiate deal

Nyarugenge Intermediate Court on Thursday, September 17, postponed the hearing of an appeal by FERWAFA president Fabrice Shema against his 30-day remand order as his defence and prosecution work on an undisclosed agreement.

Shema’s lawyer, Christophe Niyomugabo, asked the court for more time to finalise the agreement being negotiated between the two sides.

The prosecution confirmed that an agreement was being worked on, but said some processes were still pending. The contents were not disclosed in court.

The judge adjourned the appeal to September 23.

Shema is facing allegations linked to a payment dispute between Africa Medical Supplier, a company he represents, and UAE-based ABZL International General Trading LLC.

The companies entered agreements worth about €1.9 million in January 2024. Prosecutors allege the deal was not fulfilled, leading to a dispute and the issuance of two cheques from an Africa Medical Supplier account that investigators found had slightly more than $1,000.

Shema denies the allegations. He told the court that his company had made substantial payments to ABZL, including $400,000 in May 2024, and said a second $400,000 payment was blocked after problems with ABZL’s bank account.

He said he later issued a cheque without a date while the companies discussed providing an alternative account.
